Because Stiles is human, in order to assert themselves as the alpha couple and form a bond, Stiles and Derek have to have sex with each of the werewolves individually.

Preferably with the following 'werewolves': Erica, Isaac, Boyd, Jackson, Danny, Lydia and Scott.

Stiles and Derek got together during the second half of his senior year of high school, post the Alpha Pack insanity, his dad finding out, and the death of Peter at the hands of the Duke of Dickdom. They didn't actually have sex until after he'd graduated, almost three full months after he'd turned eighteen, because Derek had issues named Kate Argent, and they both hadn't wanted to rush because Derek is an Alpha werewolf, being the mate of an Alpha, even as a human, is a pretty big deal.
The point is, Stiles has had nearly five years to get his head around the idea that to actually create a bond fully with his mate, the Alpha, and to cement their position as Alpha couple, he was going to have to fuck their werewolves. So was Derek.
Stiles is human, by choice but also because they found out that because his mother was a BAMF witch from a long line of powerful Russian witches, he was well and truly immune to the bite of a werewolf (actually, of any supernatural creature), unlike Lydia who wasn't truly immune so much as Peter used moon magic to use her as an anchor point for his soul and that was why she hadn't turned until after he was killed in the fight with the alphas. Danny became a wolf because of Ethan, the Alpha he'd been dating (not knowing he was a wolf to start with). Anyway, the second point is, that as a human, Stiles has had to deal with the fact that this isn't really cheating on his mate, it's a power thing, a werewolf thing. They can't bond to each other without doing this, despite Stiles being a witch and thus a magical being himself.
The whole wolfy part of their pack has had the same amount of time to get over it too, that's mostly just Scott and Jackson, though. Scott is like his brother but Stiles hadn't had as much trouble with it as Scott did, Jackson had a problem for a differing reason. This is a power thing, Jackson assumed that he would be the one penetrating, when it's the other way around all together. Lydia had only asked to watch, and that's fully allowed. The individually part just means that Derek can't be there, participating. The 'wolf's mate? Totally cool for them to be there, watching, witnessing, actually that makes the pack bond with the alphas stronger, so, they're all watching their partner get fucked by the alphas.
